Most free OKR tools cap users at 3–5 and strip out the features that matter. StrategyWorks gives you the full platform at no cost: unlimited users, unlimited OKRs, and a complete strategy hierarchy from Vision to Key Result. No trial. No expiry. No credit card.
OKR software (Objectives and Key Results software) is a platform that helps organisations set strategic goals, assign accountability, and track measurable outcomes across teams. In theory, "free OKR software" should give you all of that without a licence fee. In practice, most free tiers strip the product down to a handful of users, a handful of objectives, and no strategic context. What you get is a trial with a time limit or a user cap, not a genuine free plan.
The three things most free OKR tools remove are: cascading goals (so you can see how team-level OKRs connect to organisational strategy), unlimited users (so your whole organisation can participate without licence cost), and strategic context (Vision, Mission, and Strategic Priorities that sit above the OKRs). Without these, you have a task tracker, not an OKR platform.
StrategyWorks OKR includes all three, free forever. You get the full strategy hierarchy from Vision to Key Result, unlimited users across your organisation, and cascading OKRs that show every team exactly which strategic priority their work is advancing.
This is not a stripped-back free trial. The OKR tier is the full platform for strategy and OKR management. You only need to upgrade when you want to connect delivery.
Set as many Objectives and Key Results as your organisation needs. No restrictions on teams, OKRs per quarter, or hierarchy depth.
Live dashboards for strategy leads, team leaders, and executives. See OKR progress, confidence scores, and strategic health at a glance.
No per-seat pricing, ever. Invite your whole organisation, every team, every level, without worrying about licence costs.
Set Vision, Mission and Strategic Priorities at the top. Define the Objectives each priority must deliver. Measure progress with Key Results and KPIs. Every layer connected.
Assign owners, contributors, and reviewers to every objective and key result. Clear accountability built into the structure, not bolted on.
Log and track risks, issues, and key decisions against your strategy. Not a separate risk register. Connected to the work.
Connect StrategyWorks data to your existing Power BI environment. One-time setup fee applies. Pre-built template library included.
Every plan includes bespoke organisation setup and design. We configure your hierarchy, terminology, and structure to match how you actually work.
Rename every label in the platform to match your organisation's language. If you call OKRs "strategic objectives", that's what the platform shows.
Most OKR tools give you a list of objectives with no strategic context. StrategyWorks connects each Objective to the Strategic Priority it was set to deliver. Key Results measure whether that Objective is being achieved. Every team can see not just what they are working on, but which strategic priority their work is moving forward.
OKRs and KPIs serve different purposes: OKRs drive change, KPIs measure business health. StrategyWorks tracks both in the same hierarchy so you never lose sight of either the ambition or the baseline.
Strategic risk management is included in the free OKR plan. Log risks, issues, and key decisions against specific objectives. When a risk materialises it is already connected to the part of your strategy it affects.
StrategyWorks was built by Shapecast, a strategy execution consultancy. After years of helping organisations design and run strategy, we kept seeing the same pattern: organisations would hire consultants to set up their OKR process, get dependent on the tools, and pay per seat for something they never fully owned.
Our philosophy is to build capability, not dependency. When you use StrategyWorks to run OKRs, you are building an internal capability: you learn the discipline, you own the data, you develop the muscle. We are not interested in making you dependent on us for something you can and should own yourself.
That is why the OKR platform is free. Not a loss leader. Not a hook. A statement of intent. If you want help designing and implementing your strategy, Shapecast is available. But you should not need to pay per seat to run the cycle.
The OKR tier is free forever. The only reason to upgrade is to connect your strategy to portfolio and project delivery.
An "initiative" is any node in the delivery hierarchy connected to strategy: a strategic initiative, portfolio, programme or project. Sub-items (milestones, tasks, dependencies) are not counted.

Three questions worth asking before you commit to any free OKR tool.
Most "free" OKR tools cap users at 3–5 on their free tier, which makes them useless for any real deployment. If you are running OKRs across a team, a department, or an organisation, you need the whole organisation in the tool. A user cap on a free plan is not a free plan: it is a forcing function to get you onto a paid tier. Verify the limit before you build your process around a tool.
OKRs without strategic context are just lists of ambitious goals. The platform should let you define the strategic priorities that OKRs are set to deliver, so every Objective has a clear line back to organisational strategy. Without this layer, you will end up with OKRs that look good on paper but pull in different directions. Most free OKR tools omit the strategy layer entirely, because it is the feature that justifies the premium tier.
Many tools described as "free OKR software" are trials with a 14 or 30 day window. After that, you either pay or lose your data. This is not a free plan. A genuine free plan has no expiry and no degradation over time. Before you invest time configuring a tool and training your team, confirm that the free tier is permanent, not a countdown clock.
