What is free OKR software?

Free OKR software: what it should include, and what most tools get wrong

OKR software (Objectives and Key Results software) is a platform that helps organisations set strategic goals, assign accountability, and track measurable outcomes across teams. In theory, "free OKR software" should give you all of that without a licence fee. In practice, most free tiers strip the product down to a handful of users, a handful of objectives, and no strategic context. What you get is a trial with a time limit or a user cap, not a genuine free plan.

After years of helping organisations design and run strategy, we kept seeing the same pattern: organisations would hire consultants to set up their OKR process, get dependent on the tools, and pay per seat for something they never fully owned.

What to look for in free OKR software

Three questions worth asking before you commit to any free OKR tool.

Is the user limit actually unlimited?

Most "free" OKR tools cap users at 3–5 on their free tier, which makes them useless for any real deployment. If you are running OKRs across a team, a department, or an organisation, you need the whole organisation in the tool. A user cap on a free plan is not a free plan: it is a forcing function to get you onto a paid tier. Verify the limit before you build your process around a tool.

Does it have a strategy layer above the OKRs?

OKRs without strategic context are just lists of ambitious goals. The platform should let you define the strategic priorities that OKRs are set to deliver, so every Objective has a clear line back to organisational strategy. Without this layer, you will end up with OKRs that look good on paper but pull in different directions. Most free OKR tools omit the strategy layer entirely, because it is the feature that justifies the premium tier.

Is it truly free forever, or a time-limited trial?

Many tools described as "free OKR software" are trials with a 14 or 30 day window. After that, you either pay or lose your data. This is not a free plan. A genuine free plan has no expiry and no degradation over time. Before you invest time configuring a tool and training your team, confirm that the free tier is permanent, not a countdown clock.
